The current market rules provide that self scheduled generating resources are ineligible to receive operating reserve credits during periods of contiguous operation spanning multiple days even if the period of their self-schedule has long passed and the resource is providing operating reserves pursuant to ISO-NE's dispatch instructions. NEPOOL states that this has resulted in a recent denial of compensation to one Participant in connection with the cold snap New England experienced in mid-January that motivated ISO-NE to develop and present the Market Rule changes on an expedited basis. 4. NEPOOL states that during the very cold weather and high load conditions that existed from January 14 through January 16, 2004, ISO-NE sought to dispatch virtually all operable generation to meet peak load conditions and, as a result, directed Xelon Generation, LLC Xeelon ; to continue to run a number of units in the greater Boston area for system reliability. NEPOOL also states that those units had been continuously operating before this period for over a month, but the initial operating run began with January 2003 Order, 102 FERC 61, 112 at P 41. There, section 2.1 of Appendix F, as approved by the Commission provides, as follows: In the real time energy market, generating Resources that are pools scheduled Resources that do not have any self scheduled hours during the Minimum Run Time portion of their real time commitment periods periods of continuous operation bounded by a start-up and the earlier to occur of a shut-down or a unit trip ; are eligible to receive real time operating reserve credits for all hours that [they] are not self scheduled during the Commitment Period. For the purpose of this determination, the Minimum Run Time portion of a real time Commitment Period is deemed to commence with the start-up of the Resource. Each real time commitment period is evaluated separately for the purpose of making this eligibility determination. Additionally, the introduction of Appendix F provides as follows: if there are any self scheduled hours contained within a pool scheduled Resource's . contiguous block of scheduled hours in the day ahead energy market or within a pool scheduled Resource's . minimum run time hours in the real time energy market, then that pool scheduled Resource is not eligible to receive operating reserve credits for that block of scheduled hours.

Words, Oyster Creek's faulty containment system, that cannot withstand pressure buildup, has now been altered so that pressure can be deliberately released by venting radioactive steam into the atmosphere, causing direct public exposure. We've talked about how the population has increased. We've talked about the evacuation plan. I'm going to say two words about that and then conclude. The problem with the-- There are numerous problems with the evacuation plan. But the reality is that we know-- We don't-- We know that radioactive release can occur within one to two hours, depending on the type of accident, depending on the weather. There are only three subzones -- within the 20 subzones, within the 10 mile radius -- in the current plan where the population can evacuate within one to three hours -- only three of those subzones. The last thing I wanted to just talk about, very quickly, was replacing the energy. As you may know, New Jersey PIRG is really the leading group in the state on energy issues. And I want to make a couple things very clear. No matter what Exelon would like you to believe, Ocean County's economy is not dependent on Oyster Creek. According to the Ocean County Planning Board, the five largest industries in Ocean County are food services, health-care services, hospitals, food and beverage stores, and nursing and rental care facilities. Ocean County's economy is dependent on tourism and the health-care industry.

STATEMENT OF FACTS BlueStar has no affiliated companies that are involved in the generation, transmission, distribution, sale or purchase of retail electricity. The FERC has previously granted BlueStar power marketer status and has approved BlueStar`s market rate tariff on file under docket number ER 0400426. In addition, approval of BlueStar's application for membership in PJM is pending. Bluestar currently provides energy solutions, including billing and rate analysis services, to commercial and industrial customers in the ComEd service territory. As BlueStar neither owns nor is affiliated with any generation or distribution assets, BlueStar will procure electricity as needed to serve its customer load from the open market. This business model for electricityprocurement is standard in the Illinois market, and is wholly consistent with the approach successfully utilized by, among others, AmerenCILCO, in servicing commercial and industrial retail customers operating behind the ComEd franchise territory. Upon being granted certification, BlueStar will enter into firm forward contracts with liquidated damages ; with a counterparty supplier such as Exelon Generation Co., LLC hereafter "ExGen" ; for delivery of electricity "into" the Northern Illinois Hub formerly known as the ComEd interconnected transmission network ; . BlueStar intends to purchase at least 65% of its annual electricity load from ExGen. In other words, ExGen will deliver electricity, on a fr basis, directly im into the service area of Bluestar's load. Because of the costs typically involved in wheeling electricity from outside of the Northern IIlinois Hub, and because of the congestion risk, it is common practice in the industry for suppliers to purchase, or source, the electricity that it will deliver and leukeran.

Surgery time was 3 h. The total dose of sedation was fentanyl 270 PLg and midazolam 4.5 mg. The patient recovered uneventfully and had no complaints of unpleasant intraoperative events and viramune.
Unacceptable Preconditioning of Recirculation Pump Trip Breakers and Safety-Related Battery Chargers Inspection Scope NRC Inspection Report 50-352; 353 03-02 discussed a finding related to preconditioning of main steam isolation valves MSIVs ; . After identifying this issue, the inspectors noted that the practice of performing preventive maintenance prior to TS surveillance testing for recirculation pump trip RPT ; breakers and safety-related battery chargers was similar to that for MSIVs. Therefore, the inspectors questioned whether Exelon may also be preconditioning these components. RPT breakers are part of the RPT protective system that limits the consequences of an anticipated transient without scram event and certain turbine trip and generator load reject events. The inspectors reviewed surveillance testing for RPT breakers and safety-related battery chargers. The inspectors also noted the order in which outage preventive maintenance and testing activities for these components were performed. The inspectors reviewed the documents listed in the Attachment and discussed this issue with engineering and maintenance personnel.

To develop the overall set of regulatory requirements for design, the applicable regulations from this screening process will be compared with the set of safety-related design conditions established to satisfy the regulatory design criteria arising from the licensing basis event analyses. Where existing applicable regulations exist, these will be used. Where a required function is not addressed by regulation with associated defense-in-depth protection, appropriate PBMR-specific requirements will be developed and applied. Staff Assessment As stated in the August 15, 2001, letter to Exelon, the staff's assessment will not focus on the preliminary list of regulations provided by Exelon because of the need for additional design and design analysis information necessary to complete such an assessment. The staff agrees with Exelon that issues pertaining to the interpretation of certain regulatory language e.g., how traditional LWR terms like reactor coolant pressure RCP ; boundary, loss-of-coolant accident LOCA ; , and containment are applied to the PBMR ; may become significant as sufficient design information becomes available. The staff will perform an independent assessment of the applicability of the regulations. The staff will use the MHTGR safety evaluation as a starting point which considered GDC and other requirements and guidance ; in its review. The staff will continue to interact with Exelon with the purpose of sharing its views on the applicability of NRC regulations; however, the ultimate determination of applicability of regulations will be made by the staff. The staff recognizes that this process only addresses the regulatory issues that have been identified as part of the development of LWR regulations. This is why the information represented by the boxes on the top right of Figure 1 concerning regulatory design functions and criteria is needed to fully elicit and identify PBMR-specific issues. The staff finds that Exelon's proposed classification scheme which purports to classify existing NRC regulations as completely applicable, partially applicable, or not applicable and identify necessary PBMR-specific requirements ; is sufficiently comprehensive to permit an effective screening of regulations. The process also permits the development of considerations that may serve as a basis for appropriate exemption requests. The goal in revising this section of the drug rule is to be specific and all-inclusive as possible in clarifying to riders what therapies are considered allowed during competition and which are not. There is valuable diagnostic and research information that can be obtained from testing blood samples collected during competition. The revised drug rule recognizes this value by clearly allowing blood draws for the specific purposes of diagnostic testing and research. To compensate for treatment uncertainties, large safety margins have usually been added to the planning target volume PTV ; to decrease the risk of a marginal tumor miss. These safety margins usually extend into the adjacent normal organs. Since the tolerance of these organs depends not only on dose, but also on the volume of irradiated tissue the so called volume effect ; , the increase in the normal tissue component within the PTV constrains the maximal feasible treatment dose and hence the probability of local cure. In the last two decades, the development of three-dimensional conformal radiotherapy, patient immobilization, image-guided treatment planning, appropriate dosimetry and computer-controlled treatment delivery have combined to conform the radiation dose to the tumor, while maximally excluding the adiacent normal organs. This approach has permitted the increase of tumor dose without concomitant increase in normal tissue complication. The dose distribuition achieved with conformal radiotherapy can be further improved by the use of intensity-modulated radiotherapy IMRT ; . This modality can produce isodose distribuitions capable of delivering different dose gradients between tumor and normal tissue. In general, they were performed during the first session and repeated many times during the treatment, for each field. In the first session we also checked the isocenter and compared it with simulation film. Any error between the planned and the delivered treatment position is likely to result in degradation of the therapeutic ratio, with the possibility of underdosing the target and overdosing normal tissues. A action level of 5 mm was chosen, that is, if a set-up error of 5 mm was detected by the visual comparison of portal on simualtion film, the film image dismatching was rejected. Since then over 200 patients have been treated with 3D-CRT in our division. The total target dose was prescribed at the ICRU point and was 70 Gy for the prostate and 66 Gy for head-neck cancer. IKs block with chromanol 293B was used to mimic the LQT1 form of LQTS, and the -adrenergic agonist isoproterenol was used to assess the influence of the -adrenergic system. IKs block alone produces a homogeneous prolongation of repolarization across the ventricular wall, but does not induce arrhythmias. The addition of isoproterenol leads to abbreviation of epicardial and endocardial APD with little or no change in the APD of the M cell, resulting in a marked augmentation of TDR and the development of spontaneous and stimulation-induced torsades de pointes [44]. These cellular changes generally give rise to a broad-based T wave and a long QT interval characteristic of LQT1. The development of TdP in this model is exquisitely sensitive to -adrenergic stimulation, consistent with the high sensitivity of congenital LQTS, LQT1 in particular, to sympathetic stimulation [13, 57, 58]. IKr block with D-sotalol was used to mimic the LQT2 form of LQTS and the most common acquired druginduced ; form of the syndrome. In this model, a greater prolongation of the M cell action potential and slowing of phase 3 of the action potential of all three cell types results in a low-amplitude T wave, long QT interval, large transmural dispersion of repolarization, and the development of spontaneous as well as stimulation-induced torsades de pointes. The addition of hypokalemia further accentuates the reduction in the amplitude of the T wave, giving rise to a deeply notched or bifurcated appearance, similar to that commonly seen in patients with the LQT2 syndrome [39, 47]. Isoproterenol further exaggerates transmural dispersion of repolarization, thus increasing the incidence of torsades de pointes [37, 59]. It is noteworthy that the effects of a -adrenergic agent epinephrine ; to augment transmural dispersion has now been demonstrated in clinical cases of LQT1 and LQT2 using Tpeak-Tend [60] as a measure of transmural dispersion of repolarization [61]. Augmentation of late INa with ATX-II was used to mimic the LQT3 form of LQTS [39, 62]. ATX-II, a sea anemone toxin, markedly prolongs the QT interval, delays the onset of the T wave, in some cases also widening it, and causes a sharp rise in transmural dispersion of repolarization as a result of a greater prolongation of the APD of the M cell Fig. 1 ; . The greater effect of ATX-II to prolong the M cell is likely due to the presence of a larger late sodium current in the M cell [26]. A relatively long delay in the onset of the T wave, due to the relatively large effect of ATX-II on epicardial and endocardial APD, is observed consistent with the late-appearing T wave pattern and long isoelectric ST segment observed in patients with LQT3. Concordant with the clinical presentation of the LQT3 syndrome, the wedge model displays a steep rate dependence of the QT interval and develops torsades de pointes at slow rates. If left untreated, the hiccups may interfere when you eat and sleep, but there is a medication that the doctor can prescribe to ease the hiccups. Itching Some itching commonly occurs but is rarely troublesome and lasts only a few days. Shampooing the hair daily will help the discomfort. Swelling There is some swelling in nearly all cases. It affects the forehead and the area around the eyes and lasts two to five days, being maximal on the fourth day. In about one in fifty cases, a "black eye" develops. With particular patients, swelling can be considerable and temporarily disfiguring, especially after the first session. However, it does little harm and lasts no more than a week. A drug called Cortisone can be given to reduce these symptoms for those who are concerned about swelling, but Cortisone can be harmful if used often; it has numerous rare but potentially serious side effects. Infection This happens in one in several thousand cases and is easily cured with antibiotics. Scarring Keloid scarring occurs only in pre-disposed individuals, and even more rarely 1 1000 cases ; has this keloid scarring been hypertrophy to the point of "ridging." Cysts One or more cysts may occur in the recipient area when many mini-grafts have been inserted. They usually disappear by themselves after a few weeks or immediately with various simple treatments. They are not usually more than 2 or 3 diameter, i.e., the size of small pimples. Neuralgia When a medium-sized nerve, such as the occipital nerve, is either cut or bruised, patients can get either numbness, tingling or "pins and needles" sensations, sometimes even "shooting pains" and hypersensitivity of skin in that part of the scalp. Once in a while someone reports varying combinations of the above, usually lasting for one to four weeks. Very rarely have patients had neuralgia last a longer time period. Prolonged or severe symptoms are exceedingly rare and virtually always disappear within a few months.
THE MUSEUM The Davistown Museum is a tool, art, and regional history museum. Its primary mission is the recovery, interpretation, and display of hand tools used in Maine and New England's maritime culture. It also serves as an important clearinghouse for information on the history of hand tools and their roles in the early industries of Maine and New England. Another mission is to provide a forum for contemporary Maine artists to exhibit their work. The Davistown Museum creates a unique environment that juxtaposes tools, which can be experienced as both historical and sculptural objects, with conceptual, assemblage, abstract, and traditional art. The museum also strives to increase community awareness of and access to information on local, regional, Native American, and environmental history. The museum was founded in 1999 by Skip Brack, proprietor of and buyer for the Jonesport Wood Company, which includes the Liberty Tool Company, Hulls Cove Tool Barn, and Captain Tinkham's Emporium in Searsport. His collection of interesting and significant tools, art, and Native American artifacts, much of which was acquired during his buying trips throughout New England, outgrew the space in his home, and he decided to share his collection and knowledge. He opened the Davistown Museum, named for the Davistown Plantation that now includes Liberty and Montville, in the historic building across the street from Liberty Tool Company. He expanded the museum's mission to include local history. The original collections have grown considerably and consistently as the museum's important mission becomes known. Skip and web manager, Beth Sundberg, developed an extensive web site davistownmuseum ; that offers visitors a taste of the museum collection, as well as essays on museumrelated topics, extensive bibliographies, and links. Included in the Davistown Museum's offerings are exhibitions, the website, and a library for exploration of the subjects on which it focuses. The Liberty museum includes an extensive collection of eighteenth and nineteenth century hand tools, an art exhibition of the work of 75 + contemporary Maine artists, a library, archives, and a local history research room. There is a Children's Corner, featuring activities and materials for preschool through middle school age children. An outdoor sculpture garden adjacent to the Hulls Cove Bar Harbor ; office features the work of contemporary Maine sculptors interwoven with flowers. The museum website offers resources to complement and expand its on-site presentations of the history of tools, regional and state history, art, environmental history and the interrelationships between them. The Center for the Study of Early Tools offers a library and accommodations for visitors interested in studying at the museum for extended periods. Judith Bradshaw Brown, Ed.D., is currently developing an educational component, offering resources for students and teachers of all levels interested in understanding.

MR activities mainly involve face-to-face discussions with physicians and other healthcare professionals. However, physicians have difficulty sparing enough time for MR visits. To solve this problem, we are constructing an IT-based MR support system to enable the effective provision of scientific information in a limited period of time. We started developing a mobile sales structure in 1998, when all Takeda MRs were equipped with notebook PCs and mobile phones to improve MR activity efficiency. As a result, we have been able to increase the number of medical visits through the well-timed delivery of scientific and product information and the rationalization of reporting and contact activities. With the aim of achieving quality improvements in the provision of scientific information, in 2000 we developed an internal intranet-based system called Knowledge Force, to enable MRs to share successful.
More sensitive and less expensive assays for measuring HCV RNA and antigens in the blood and liver are needed. Although current tests for anti-HCV are quite sensitive, a small percentage of patients with hepatitis C test negative for anti-HCV false-negative reaction ; , and a percentage of patients who test positive are not infected false-positive reaction ; . Since the mid- to late 1980s and has been increasing in other areas of the country, such as the South and Midwest, since the early 1990s, according to reports from NIDA's Community Epidemiology Work Group CEWG ; . Traditionally, methamphetamine use has been centered among white working class males and men who have sex with men. However, recent CEWG reports and drug use surveys indicate that use of the drug also may be increasing among other groups such as Hispanics in Los Angeles and adolescents in rural areas. "We know from research that methamphetamine is a powerfully addictive stimulant associated with serious health conditions including brain damage, memory loss, psychotic-like behavior, heart damage, hepatitis, and HIV transmission, " NIDA Director Dr. Alan I. Leshner said in discussing the Initiative's opening thrust--a NIDA-sponsored western regional methamphetamine symposium held in San Francisco in December 1996. At that meeting, scientists, civic leaders, policymakers, public officials, and drug abuse prevention and treatment professionals discussed ways to improve State and local prevention and treatment responses to methamphetamine abuse. Last year, NIDA received .2 million in supplemental funding from the White House Office of National Drug Control Policy to expand the Institute's program of methamphetamine research. This year, the Director's Office of the National Institutes of Health awarded an additional million in special funds to NIDA for methamphetamine research. I have had afib flutter almost continuously for the last 7 years, 24-7. It started out as being diagnosed as right side flutter, so I had an ablation, and about a week later what I thought was the same arrhythmia started up again, but was diagnosed as afib. My EP said that was quite common, that once the flutter had been dealt with, afib would replace it really it was there all the time ; . Since then I've had 4 ablations for the afib, but with very little success. Occasionally one day every 2 weeks? ; I wake up in NSR, and it may last out the day. Recently the diagnosis has changed to atypical flutter right side ; , which may have started after one of my last ablations. The battle continues. I haven't found any drugs to really be helpful with either afib or flutter. I currently on flecainide, which doesn't seem to do much to convert me, but does control my rate quite well. Supplements have been of no help, and in fact may have slightly aggravated the situation, so after giving them a good controlled try, I discontinued them.
